To the Board of Pardons of the State of Minnesota,

St. Paul, Minn.
Gentlemen:
Believing that an unjust verdict was rendered in the case of Gilbert H. Stephenson, who was lately sentenced to a term of not more than five years in Stillwater for an alleged participation in a riot in this city on the fifteenth day of June, 1920, I wish to call your attention to the matter.
That he did not commit or intend to commit any offense, but was only a bystander, as were hundreds of others, is the opinion of ninety per cent of the people of St. Louis County.
I therefore ask that your honourable body grant him an unconditional pardon
