March 2, 1921.

To The Board of Pardons of the State of Minnesota,

Gentlemen:
I beg leave to state that I have been a resident of St. Louis County for 11 years, that I well know Gilbert H. Stephenson lately sentenced to Stillwater for a term of not more than five years, that he is a man of good reputation and high moral character; that I know the facts in reference to the crime for which he was convicted; that I believe that, morally said Stephenson committed, and intended to commit no offense, and that neither the best interests of the public nor justice to him would be subserved by subjecting him to punishment for the crime charged.
Wherefore I pray that your honorable body grant him an unconditional pardon of said conviction and sentence. I believe I am well enough informed to say that this is the sentiment of ninety-nine per cent of the people of St. Louis County.
