July 2, 1921.


To the Board of Pardons of the State of Minnesota:
Gentlemen:
As stated in a previous letter, I was on duty the night of the riot of June 15, 1920, and that previous to that I had personaly (sic) known Gilbert Henry Stephenson for several years and always found him to be a thoroughly honorable man.
I now wish to state that I saw the men with the battering ram which smashed in the doors and did not recognize Stephenson as one of them. This fact, which I failed to mention in my previous letter convinces me that he was not one of any group that helped to break into the City Jail on the night when the riot occurred.
