April 8th, 1921.

To The Board of Pardons of the State of Minnesota,
Gentlemen:
I wish to call your attention to the case of Gilbert H. Stephenson, lately sentence for an alleged participation in a riot in the City of Duluth, on June 15th last.
I have know him since 1910, and have never known of him getting into trouble of any kind, but has always been an industerous (sic); and law abiding citizen.
As to the merits of his case I am not acquainted, but feel that knowing him as I do, I do not beleave (sic) him guilty of the deed of which he is charged, and in justice to him and his brothers, think that an investigation ought to be mad and a pardon granted.
Yours Respectfully.

Wolfred Westholm
Cashier Farmers state Bank.
