Dear Sir: --

In response to your letter of December 8th, in which you request the result of the investigation made by this office in the matter or the lynching of three negroes in Duluth, I have thought that the most comprehensive and easy way of complying with your request was by sending you the report of the Special Grand Jury which was called to investigate the matter. I am enclosing that report, which contains in detail the story of what happened in Duluth on the night of the Riot.

In addition thereto I am sending you a further statement relative to the crime of rape which was committed on the evening of June 14th, 1920, and which was the cause of the riot, and a summary of the proceeding in relation to the cases since the Grand Jury adjourned.
