Duluth, Minnesota
February 19, 1921.

To The Board of Pardons of the State of Minnesota,

Gentlemen:
I wish to call your attention to the fact that I well know Gilbert H. Stephenson, lately sentenced to Stillwater for participating in a riot June 15th last. That while in the employ of George H. Lounsberry, said Stephenson worked in my department of Mr. Lounsberrys organization, and that I always found him to be of good moral character and thoroughly reliable in every way. I also beleive (sic) that a great injustice was done him in finding him guilty, as do a large majority of the people that heard the evidence.
I therefor (sic) pray that your honorable body grant him an unconditional pardon, which I beleive (sic) to be the wish of ninety-nine per cent of the people of this county.
